The Kerala government has ordered a re-investigation into a nearly 20-year-old corruption case involving Chief Election Commissioner (CEC) Gyanesh Kumar. Dyanesh Kumar is an IAS officer of 1988 batch and was the secretary of PWD department of Kerala during that time. A major road project in Kerala was handled by PATI-BEL, an Indo-Malaysian joint venture. The main project manager for this project was Lee Si Bean. The suicide note that came to light after his death revealed the name of Gyanesh Kumar. The note alleges that bribes were demanded to approve the project work.

Vigilance inquiry was started against Kumar after this incident. Now the Home Department of Kerala has ordered a re-investigation of the same case and the case is being re-examined by the Vigilance and Anti-Corruption Bureau (VACB). It has been reported that old investigation documents and records to the suicide case will be re-examined.
During this period, information has also come to light regarding the internal differences in the Election Commission headed by Dyanesh Kumar. Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi filed formal objections at least 14 times in the last 10 months. The commissioner has said that some decisions to inclusion or deletion of names in electoral rolls as well as SIR were taken without his knowledge.
However, the Election Commission's side is also important in this debate. Clarifying some reports, the commission said the letters sent by Sandhu and Joshi to the Cabinet Secretary were to an officer on deputation and were not to policy or IT department issues. Therefore, there are claims and counter-claims about the nature of these internal differences and their consequences.
The Special Intensive Revision (SIR) process of electoral rolls has led to increased political criticism of the Election Commission. Opposition parties have alleged massive omission of voter names and lack of transparency in the process. The Election Commission, however, has taken the stand that this process is legal and necessary to make the voter lists accurate.
After this dispute, petitions have also been filed in the court regarding the functioning of Gyanesh Kumar and Election Commission. It called for an inquiry into alleged internal dissensions in the commission, including the validity of the SIR process. These are the allegations in the petitions and the final judicial decision has not yet been made.
