National Institute of Disaster Management in the state; With the cooperation of NIDM, training and capacity development programs in the field of disaster management will be conducted on a large scale. Under this, training to disaster management, disaster risk reduction, pre-preparedness, search and rescue and emergency response will be provided to officers, employees, training institutes and personnel associated with various departments from state to district level. An annual training calendar will be prepared to conduct training programs in a regular and phased manner.

Executive Director of National Institute of Disaster Management (NIDM) and senior IAS officer Madhup Vyas visited Uttarakhand State Disaster Management Authority (USDMA) on Saturday. During this, he took information about the training and capacity development activities conducted in the field of disaster management with USDMA officials and had a detailed discussion about the upcoming annual training calendar. During this, Secretary Disaster Management and Rehabilitation Vinod Kumar Suman gave detailed information about the activities of USDMA.


Activities need to be conducted


Madhup Vyas said that Uttarakhand is a geographically and naturally sensitive state, there is a danger of various types of disasters including earthquake, landslide, flood, heavy rainfall, cloud burst, avalanche, forest fire. In such a situation, along with effective response during a disaster, it is also necessary to strengthen pre-disaster preparedness. For this, it is necessary to conduct training and capacity development activities regularly.


Special training programs to disaster management will also be organized for Indian Administrative Service and Provincial Civil Service officers. Along with this, government officers and employees working in various departments will also be provided training as per their role and responsibilities, so that in case of disaster, all the departments can work in an effective and coordinated manner.


Will assist in training and guidance


With the help of NIDM, 10 master trainers will be prepared in each district in the first phase to strengthen and sustain the training system in the state. These master trainers will be given special training on various topics to disaster management. After this, these master trainers will play an important role in providing training to the concerned departments, personnel and other stakeholders in their respective districts. Similarly, at the state level also, a trained group of master trainers will be prepared, who will help in giving direction to the training and capacity development activities in the state as well as in training and guidance of the district level master trainers.


It was also emphasized in the meeting that for effective capacity development in disaster management, it is necessary to continue the process of learning from training, practice and experience. Along with training, exercises, mock drills and practical activities will also be promoted, so that in the event of a real disaster, the trained personnel can discharge their responsibilities effectively.


Tailored to local disaster risks


Secretary Disaster Management and Rehabilitation Shri Vinod Kumar Suman said that to further strengthen the capacity of disaster management in the state by USDMA, training programs will be designed as per the departmental needs and local disaster risks. The objective of this entire system is to create such a trained manpower in the state, which can play an effective role in pre-disaster preparation, quick response during disaster and post-disaster relief and restoration work. ACEO Administration Mr. Prakash Chandra, ACEO Implementation DIG Mr. Rajkumar Negi, JCEO Mr. Dinesh Kumar Punetha, SDRF Deputy Commandant Mr. Shubhank Raturi, Dr. PD Mathur, Mr. Mohit Poonia etc. were present in the meeting.
