15 August 2026 has proved to be a very special day for the people of Bihar. On the occasion of Independence Day, three big and important changes to education and health system have been implemented in the state. On one hand, the state government has tightened and streamlined the referral process of patients in government hospitals, on the other hand, it has made the process of digital education in schools and leave of teachers completely online.


The main objective of these historic changes of the government is to make the government systems more transparent, hi-tech and convenient for the general public.


New referral system implemented in hospitals


The government has implemented a new referral policy to improve health services. Under this, direct action can now be taken against the doctors or health workers concerned who send (refer) normal patients to big hospitals without any solid and justified reason. The government has given strict instructions that the condition of serious patients should be stabilized by giving them first aid before referring them to a big centre.


Apart from this, now it will be mandatory for every referred patient to enter complete information about the disease, treatment given and reason for referral on the 'Bhavya Digital Portal'. Provision of government ambulances to transport patients has also been made mandatory. The government hopes that this step will prevent unnecessary crowding in medical colleges and big hospitals.


E-learning facility started in model schools


Connecting the education system with the digital age, the facility of live online classes is being started for the students in the model schools of Bihar. Under this new system, students will be able to ask study questions to their teachers not only in school but also after school hours.


This entire e-learning facility will be absolutely free for the students. To avail this benefit, students will have to register themselves on the respective portal or mobile app.


Now teachers leave will also be completely online


The old process of taking leave for teachers and headmasters working in government schools of Bihar has been abolished and made completely digital. For any kind of leave after August 15, teachers will have to apply online only through 'e-Shikshakosh Portal'.


Now offline applications will not be accepted under any circumstances. After the application is approved, the official order for leave will also be uploaded on the portal. With these changes of the government, a big effort is being made to make the entire functioning of the health and education departments more digital, transparent and systematic.
