The proceedings to the 8th Pay Commission have now gained full momentum. This commission, constituted under the chairmanship of Justice Ranjana Prakash Desai, is now working at the ground level and not limited to files only. Important meetings of the Commission are continuing with employee unions and pensioners' organizations in different states and union territories of the country. The work of the Pay Commission is not being done just sitting in the government offices of Delhi. At present this Commission is going through a very important phase of its consultation and analysis. This simply means that the members of the Commission themselves are going to different states and listening to the problems of the employees and their unions there.
Talking about South India, important consultation meetings have been scheduled in Chennai on 7th and 8th September. Immediately after this, the hearing has been fixed in Puducherry also on 9th September. If we turn to North India, there will be face-to-face talks with employee organizations from there and surrounding states in Chandigarh between 16th and 18th September. Whereas the work of submitting applications for the meetings to be held on 31st August and 1st September in Jaipur, Rajasthan has been completed.
Creating a new salary structure is not an easy task. For this, one has to closely understand the Inflation Index (CPI), the economic condition of the country and the financial proposals coming from different sectors. In order to accomplish this work quickly and scientifically, the Commission has made some necessary changes in the rules to the appointment of its consultants. The report prepared with the help of these experts will be based on completely accurate and solid data.
Nowadays, the biggest discussion among government employees is about 'fitment factor', because it decides how much the actual increase in salary and pension will be. Let us remind you that in the Sixth Pay Commission this fitment factor was fixed at 1.86. After this, it was increased to Rs 2.57 in the Seventh Pay Commission, due to which a significant increase was seen in the basic salary of the employees.
Now regarding the 8th Pay Commission, various employee organizations are continuously demanding that the fitment factor should be kept between 3.68 to 3.83. However, it is important to make it clear here that till now no official announcement has been made by the Commission regarding minimum wage, fitment factor or new pension. The final decision will depend only on the receipt of the full report of the Commission and then the approval of the Central Government.
This time it is the clear intention of the Pay Commission that the entire process should be completely democratic and transparent. Instead of taking any decision only behind closed doors, the Commission is giving full opportunity to employee representatives of every department, local federations and pensioner associations to express their views. People can raise their problems and suggestions directly before the Commission in writing or orally in the meetings organized.
As per the stipulated deadline, this 8th Pay Commission constituted on 3 November 2025 has been given 18 months time to prepare and submit its complete research, recommendations and final report.
When all these ongoing meetings across the country are over, then the Commission will study in depth all the applications and suggestions received. After that a final report will be prepared and placed on the table of the Central Government. Only when that report is approved by the Union Cabinet, the new salary structure will be implemented across the country.
Since the 8th Pay Commission is still going through initial negotiations and assessment, no new formula or rates have been officially passed yet. At such times, many types of rumors start spreading rapidly on social media. All employees and pensioners are advised to rely only on the official portal of the 8th Pay Commission or the official statements issued by the Finance Ministry for correct and concrete information, instead of paying attention to here and there.
